On Yud Gimmel Tishrei 5748, after speaking at great length about the Mitzvah and Mivtza of Hakhel, the Rebbe made a suggestion to further connect the many Hakhel activities being done throughout the world.
The Rebbe explained that the way of the world is that when you want a good resolution to be done correctly and at the right time, you write that this and this person took on to do such and such. The reason for this is that 1) once it's in writing, there is a better chance that it will actually get done, and 2) it will encourage others to take on such resolutions as well.
The Rebbe then went on to connect this idea with Hakhel: Every community and organization should give out cards and anyone who takes it upon himself to work on the Mivtza of Hakhel should write on the card, their name, mothers name, phone number, address, and the Hachlota that they are taking upon themselves. These cards should be held and organized by a central organization.
There are multiple reasons for these cards: 1) It will give people more of a responsibility to fulfill their Hachlota 2) This will cause unity between everyone who is working on "Hakhel." 3) It will inspire more people to take on Hachlotos, once they see others doing it. 4) By bringing these cards to a central organization it will, they can be helped by the organization with anything they may need to fulfill their Hachlota.
